Following submittal of the Strategic Plan, it will be reviewed to determine whether it addresses the issues key decision makers think are important with solutions that appear likely to work.
To obtain adoption the political climate and stakeholder opinion must be favorable and the barriers to effective action must be down. There must be a coupling of problems, solutions and politics.
